This recruitment is being conducted to fill a vacancy due to
promotion. The list established by this recruitment may be used to
fill future full-time, part-time, limited term, and temporary
vacancies for up to one year.

THE DEPARTMENT The Planning and Development Services Department is
organized across four divisions: Planning, Building,
Administration, and Code Enforcement. The Code Enforcement Division
is responsible for the enforcement of codes to make Vallejo cleaner
and more beautiful.
THE CITY OF VALLEJO The City of Vallejo is located in Solano County
and has a population of approximately 125,000 residents. Vallejo is
a rapidly changing, highly diverse community located midway between
the cities of San Francisco and Sacramento. It is a friendly,
active waterfront community that attracts innovative people and
takes great pride in its 148-year history and maritime
heritage.
DEFINITION To perform a variety of duties involved in the
investigation of potential violations and the enforcement of
municipal codes, ordinances and regulations including business
licenses, zoning, building, property maintenance ordinance and
related codes and regulations; and to coordinate through staff of
other departments the City's overall code enforcement program.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from supervisory or management
staff.
Exercises direct supervision over assigned clerical staff.
Essential Functions
EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Important
responsibilities and duties may include, but are not limited to,
the following:
Oversee and coordinate activities of the City's code enforcement
program; provide assistance to staff assigned to other Departments
with responsibility for providing code enforcement services for the
City to ensure consistency in applying program processes and
procedures.
Prepare various reports on operations and activities.
Recommend and assist in the implementation of goals and objectives;
establish methods for providing code enforcement services;
implement policies and procedures.
Oversee and participate in the administration of the City's
business license tax ordinance; collect business license fees and
issue licenses; respond to inquiries regarding the City's business
license tax requirements.
Supervise the work of assigned clerical staff involved in the
implementation of the City's business license tax ordinance.
Receive citizen complaints pertaining to nuisances and related
concerns; investigate complaints of violation of City codes,
ordinances and regulations; issue letters to property owners
notifying them of violation; as appropriate, affix a notice of
violation on property to abate a public nuisance; conduct follow up
investigations to ensure compliance with applicable codes and
ordinances.
As appropriate, prepare documentation for submission to the City
Attorney to file complaint for noncompliance; testify in court as
necessary on behalf of the City.
Monitor and direct the work of outside contractors responsible for
the elimination violations and hazards; monitor job performance;
prepare billing cards on each job and submit to property owner for
payment.
Enforce the City's Bingo regulations; issue Bingo licenses and
collect associated fees.
Oversee and coordinate the Spring Cleanup Dumpster Program.
Oversee and coordinate assessments of property taxes for unpaid
garbage bills.
Provide information to violators, the general public, business
community and other government agency's regarding codes, laws and
ordinances; respond to questions, complaints and inquiries.
Provide or coordinate training; work with other employees on
methods to correct deficiencies.
Maintain files and records related to citations and violations;
prepare a variety of written reports, memoranda and correspondence
on a weekly, monthly, quarterly and yearly bases for City
management staff and neighborhood associations.
Participate in the preparation and administration of the Code
Enforcement Business License budget; submit budget recommendations;
monitor expenditures.
Prepare and recommend revisions to City codes and ordinances.
Input and retrieve a variety of information using a computer
terminal.
Serve as the staff representative to the Code Enforcement Appeals
Board.
Perform related duties and responsibilities as required.
Minimum Qualifications/Knowledge, Skills & Abilities
Experience: Three years of code inspection and enforcement
experience.
Training: A High School Diploma or G.E.D. supplemented by college
level course work in planning, criminal justice, environmental
studies, or a related field.
License or Certificate: Possession of, or ability to obtain, an
appropriate, valid driver's license. QUALIFICATIONS
Knowledge of: General nuisance and other regulatory provisions
common to municipalities.
City codes, ordinances, laws and regulations pertaining to business
licenses, zoning, building, Property Maintenance Ordinance, and
related codes and regulations.
Operations, services and activities of a code enforcement
program.
Principles of lead supervision and training.
Principles, practices, methods and techniques of code violation
investigation and enforcement.
Basic principles of budget preparation.
Safe and efficient work practices as they relate to code
enforcement.
Ability to:
Coordinate the City's code enforcement program.
Meet the public to enforce pertinent codes, ordinances, laws and
regulations with impartiality and efficiency.
Interpret and explain Department code enforcement policies and
procedures.
Interpret and apply local policies, procedures, laws and
regulations.
Supervise, organize, and review the work of clerical personnel.
Maintain and update records, logs and reports.
Respond to inquiries, complaints and requests for service in a
fair, tactful and firm manner.
Work independently with limited supervision.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those
contacted in the course of work.
