at the location detailed in the job post. Salary Range: $135,900 -
$207,200 annually (Determined by function, education, experience,
and qualifications of the applicant.) Project Overview: Bechtel has
been appointed by The Santa Clara Valley Transportation Authority
(VTA) to provide Construction Management Services for Phase II
(BSVII) of The BART Silicon Valley Program. The program is a six
mile, four-station extension that will link the Phase I terminus at
the Berryessa/North San Jose BART station to the future Santa Clara
Station in Santa Clara. BSVII is planned to include a 54-foot
single-bore tunnel, three underground stations, one at-grade
station and a maintenance facility. Job Summary: The Assistant
Contracts Manager will support the administration of large-scale,
alternative delivery construction contracts ($500 million to over
$1billion). The Assistant Contracts Manager will support all
aspects of contract administration for assigned contracts,
including but not limited to compliance, cost verification, change
management, and issue resolution. The Assistant Contracts Manager
will be an integral part of the owner’s representative team
providing oversight of contractor performance and compliance.
LI-JL1 Major Responsibilities: Ensure effective contract
administration through clear communication, organized
documentation, and accurate record-keeping. Manage the review of
the contractor’s payment applications in accordance with the
contract’s commercial terms, including cost verification and
auditing. Serve as the primary author of commercial correspondence
and contractual notices and ensure timely responses to all
contractor correspondence. Evaluate and substantiate potential
changes for merit and provide recommendations in written report
format. Lead the preparation and execution of change orders to
ensure accuracy and alignment with contract terms. Prepare periodic
reports and updates for leadership and stakeholders. Provide
mentorship and guidance to project team on contract interpretation
and application. Serve as liaison with client’s legal, compliance,
and risk departments. Additional Qualifications/Responsibilities
Education and Experience Requirements: Requires bachelor’s degree
(or international equivalent) in business, supply chain management,
or other industry related field and 13-15 years of relevant
experience or 17-19 years of relevant work experience. Juris doctor
degree preferred. Experience managing complex contracts and with
different contract models, fee arrangements and contract terms,
including both lump sum and cost-reimbursable contract models.
Required Knowledge and Skills: Knowledge of engineering and
construction industry contracting best practices, policies, and
procedures. Analytical and problem-solving skills for resolving
commercial disputes. Excellent communication and leadership
abilities. Ability to present status and recommend potential
solutions to contractual problems to executive management.
Familiarity with transportation and capital program delivery
projects. Knowledge of FAR regulations, policies, and practices
preferred.
