Overview Open & closing dates Opening and closing dates12/22/2020 to 01/08/2021 Service Competitive Pay scale & grade GS 12 - 13 Salary $86,335 to $133,465 per year Appointment type Permanent Work schedule Full-Time Duties SummaryServes as Contract Specialist within Facilities Acquisition, Service Delivery Office, Construction & Facilities Management (CFM), Office of the Secretary of Veterans Affairs in one of the following locations: Washington, DC - Gurnee, IL - Vallejo, CA. Location to be determined after selection. The pay listed is for the Washington, DC location. The pay range for Gurnee, IL and Vallejo, CA are as follows: Gurnee, IL - $85,084.00 - $131,532.00 Vallejo, CA - $93,587.00 - $144,676.00Responsibilities Serves as a technical authority for the National Region located in Gurnee, IL; Vallejo, CA or Washington, DC with the Office of Facilities Acquisitions, Office of Construction & Facilities Management (CFM), within the Office of the Secretary. As such, the incumbent has responsibility for negotiating and executing contracting documents for design and construction services for major capital assets throughout the VA. Projects involve cemeteries, medical buildings and regional offices and entail complex renovation, new construction, and modernization projects to existing facilities for use by the Department of Veterans Affairs. Assignments include negotiated design and construction services, best value contracts, fees for consultant services, design build projects, and claims. Projects routinely attract public and congressional attention and require constant adjustments due to unforeseen site conditions impacting on the design as well as other factors such as available supplies and resources, Federal budget pressures and technological advances. The Contracting Officer advises all levels of management on the progress, development and coordination of projects needed to accomplish the overall mission of the Department.Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. At the GS-12 level, you will perform similar duties but under closer supervision.Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 01/08/2021.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level and for the GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience, as described below: Basic Requirement for GS-12 and GS-13: Bachelor degree with a major in any field. (Transcript required). Transcript must contain at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizational and management.Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11 for the GS-12 position, and GS-12 for the GS-13 position) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience managing contracting/procurement construction related acquisition activities; experience conducting research analysis on negotiation techniques in the development of pre-contract and post-construction related service agreements/settlements; experience managing construction and A-E design related contract administration activities; ability to communicate in a clear concise and logical manner. You will be rated on the following Competencies for this position:CommunicationsContracting/ProcurementInfluencing/Negotiating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
